BOARD MEETING

The regular meeting of the Lisbon Town Board was held on Wednesday, May 12, 2004 at the Lisbon Town Hall.

PRESENT WERE:
Supervisor Anthony LeBarge Councilman Christopher O'Brian
Councilman Roger Watters Highway Superintendent Tim Dow
Councilman Steve Jemison Attorney Charles Nash, esq
Councilman Mike Duprey Deputy Clerk Eileen McBath

Absent: Town Clerk Donna McBath

1. MEETING CALLED TO ORDER
Supervisor LeBarge called the meeting to order at 6:30 P.M

2. APPROVAL OF MINUTES
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the minutes of the April 21, 2004 meeting. Ayes 5 - Nays 0

3. RECOGNITION OF GUESTS
Supervisor LeBarge recognized Randy Lamay, Mr. Lamay addressed the Board in regarded to his increase in the assessment of his property. Steve Barr of Ace Hardware to discuss bids on repairs to the Town Hall. Jeff Thornton from J&D Forestry on bids for tree removal at the Town's sand pit. Also, present were Krestia De George of the Ogdensburg Journal and Legislator Steve Teele.

4. APPROVAL OF TOWN CLERK'S REPORT
On a motion from Councilman Jemison and seconded by Councilman O'Brian to approve the Town Clerk's report. Ayes 5 - Nays 0

5. APPROVAL OF THE SUPERVISOR'S REPORT
Motion by Councilman Watters and seconded by Councilman Duprey to accept the Supervisor's report. Ayes 5 - Nays 0

6. APPROVAL OF THE HIGHWAY SUPERINTENDENT'S REPORT
Highway Superintendent Tim Dow reported that he has completed 1.8 miles of the Fulton Road. He also reported that he has at least four surplus vehicles to sell. Motion by Councilman Jemison and seconded by Councilman O'Brian to have Highway Superintendent Dow to advertise whatever surplus equipment that he has.
Ayes 5 - Nays 0.
Motion by Councilman Jemison and seconded by Councilman Watters to put ad in the Ogdensburg Journal for a Qualified Motor Equipment Operator.
Ayes 5 - Nays 0.

7. APPROVAL OF TRANSFERS
Motion by Councilman Watters and seconded by Councilman Jemison to transfer from 1420.4 - $85.00 to 1920.4. Ayes 5 - Nays 0.

8. APPROVAL OF ABSTRACTS
Motion by Councilman O'Brian and seconded by Councilman Jemison to approve abstracts as follows:

A General - $59,054.39
B Highway - $43,047.04
C Sewer - $58.82
D Library - $1,176.96

9. CORRESPONDENCE
A. SLC Public Health - Note of Thanks
B. Summer Basketball and Soccer Programs,
Motion by Councilman Watters and seconded by Councilman Duprey to approve
the summer Basketball and Soccer Camps.
Ayes 5 - Nays 0
C. Raymond Meier- Letter from Senator Raymond Meier thanking Board for recent
letter of support for the New York State bill S6666, which would eliminate the
sunset date of December 31, 2005 for the Local Records Management
Improvement Fund, thereby making this program permanent.

10. OLD BUSINESS
A. New Sand Pit - Supervisor LeBarge reported that the Bowdish sand pit is in State
and Federal Wet Lands. Supervisor LeBarge will look into a right of way from
the neighbor. Also, Madrid and Waddington townships have interest in buying
sand.

11. NEW BUSINESS
A. Supplemental Appropriations
Motion by Councilman Watters and seconded by Councilman Duprey to make
Supplemental appropriations from unanticipated revenues and cash surplus
Within the General Fund as per the calculations of Paul Sheldon of the Office
Of the Comptroller and Supervisor LeBarge have confirmed the supplemental

B. Fireworks Contract
Motion by Councilman Duprey and seconded by Councilman Jemison to accept
The American Fireworks Mfg. Co. Inc. contract and Supervisor LeBarge to sign
the same. Ayes 5 - Nays 0.

C. Wood Lot Quotes
Two bids were received for woodlots. One from Samuel Shetler for $2,155.00
And one from J&D Forestry Products for $7,306.00 along with a bid deposit of
$730.60. Motion by Councilman Steve Jemison and seconded by Councilman
Watters to accept the bid of J&D Forestry Products. J&D. Forestry must furnish
Certificate of Insurance. Ayes 5 - Nays 0.

D. Appointment of Animal Control Officer
Motion by Councilman O'Brian and seconded by Councilman Duprey to
Appoint Paul Gravelle as New Animal Control Officer starting May 17, 2004.
Ayes 5 - Nays 0.

E. Approval of Part Time Summer Help
Motion by Councilman Jemison and seconded by Councilman Watters to give Supervisor LeBarge authority to hire 20 part time summer help. Approved were Amber Dezell, Matt Mc Lear, Patrick Matthews, Jon Pierce, Josh Race, Kelsi Armstrong and Chris McDonell. Ayes 5 - Nays 0.

F. Computer Quotes
Motion by Councilman Watters and seconded by Councilman Jemison to accept the bid from "Hire A Webb Geek" for Upgrading Computer Systems at the Town Hall for a cost of $8,422.74. Councilman O'Brian abstained.
Ayes 4 - Nays 0 - 1 Abstained

G. Building Quotes
Supervisor Le Barge will meet individually with contractors on their bids for the repairs to the Town Hall.

H. Animal Control Report
James Pipher Jr. reported that the Dog Census is completed and found 951 Dogs. Motion by Councilman Duprey and seconded by Councilman O'Brian to pay James Pipher Sr. and his assistant at total of $1,113.00 for census and mileage.
Ayes - 5 -Nays 0.

I. Resolution
Councilman Jemison presented the Board with the following proposed resolution:
Whereas the Town Of Lisbon has no contractual obligations to provide medications for any of its employees. And, whereas, the purchase of such medications is not a specific budgetary appropriation. And further that the availability or dispensing of such medications could represent a liability to the Town. We therefore resolve that no further purchasing of medications be done with Town monies and to authorize the town supervisor to contact and affected vendors to inform them that no future vouchers for such supplies will be reimbursed. Motion by Councilman Watters and seconded by Councilman Duprey to adopt the proposed resolution.
Ayes 5 - Nays 0.
Resolution Adopted.

A second resolution by Councilman Jemison on the following the procurement policy at the Town is its purchasing procedures. (Died-lack of a second)

B. Recreation - Motion by Councilman Watters and seconded by Councilman Duprey to appoint Randy Teele to the Recreation Committee.

H. Youth Program - Call Pat McGuire or Doug Loffler to inform them that the summer basketball and soccer programs have been approved.

13. EXECUTIVE SESSION
Motion by Supervisor LeBarge to go into Executive Session for the purpose of discussing union contracts. Seconded by Councilman O'Brian. Executive Session at 8:35 P.M. Ayes 5 - Nays 0

Motion by Councilman O' and seconded by Councilman Jemison to return from Executive Session at 9:05 PM.

Ayes 5 - Nays 0

14. ADJOURNMENT
Motion by Councilman Watters and seconded by Councilman O'Brian that meeting be
adjourned. Meeting adjourned at 9:10 P.M.
