1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:30 PM.

2. Minutes
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the minutes of the July 22, 2004. Ayes – 5

3. Town Clerks Report
On motion from Councilman O’Brian and seconded by Councilman Duprey to approve the Town Clerk's report. Ayes – 5

Supervisor Report
We have received the Quarter Sales Tax in the amount of $137,902.18 and was deposited into the Highway Department Account.
On a motion from Councilman Jemison and seconded by Councilman Duprey to accept the Supervisor’s Report. Ayes – 5

Approval of Transfers –
Water Tower Bill –
On a motion from Councilman Watters and seconded by Councilman Jemison to move necessary funds ($57,234.55) to account 8340.2 to make a sub-appropriation in the water district to cover renovation of water tower – partly cover by insurance repair bill to Aquastore, Inc.

On a motion from Councilman Jemison and seconded by Councilman Duprey
To transfer $1,000.00 from 1680.2 to 1660.4
To transfer $500.00 from 1680.2 to 3620.4
To transfer $1,000.00 from 7310.2 to 7310.4

6. Report on Audit Committee and Approval of Abstract
Discussion – Asked by Councilman Watters and Councilman Jemison what is the
Lisbon Beach Mini-Triathlon that is being sponsored by Lisbon Town Recreation on August 22, 2004. The brochure was shown to them on what was happening. There was a voucher that was turned in for trophies. The Recreation Committee will be informed that the voucher will not be paid until we have receipts for the voucher. The committee will also be informed that spending money without available funds being in a budget appropriation line is not allowed without council approval and a transfer or supplemental appropriation being made.

On a motion from Councilman Jemison and seconded by Councilman O’Brian to pay the invoice that was present to him by Ace Hardwood Flooring for $1,735 for addition work that was done on the Town Hall. (ie. Foundation painting, use of vinyl siding rather than paint, window and door repair and refinishing) Also included to be paid is $3,000 for the down payment on the contract to paint the Town Barn. Total amount to be paid is $4,735.

Also during the discussion about the Town Hall renovation Mr. Barr informed the
board that the stained windows at the front of the building (3 at the top) are in need of repair. He quoted the price for repairing for $600.00.
On a motion from Councilman Jemison and seconded by Councilman O’Brian to accept the quote to repair these windows.

Mr. Barr had also informed the board that the windows in the Town Clerk’s office are
in need of repair or replacement. He said he would check into the price on replacing the windows.
The Anderson windows on the back street side of the gymnasium of Town Hall have lost their seal and are not longer energy efficient according to Mr. Barr. Mr. Barr said he would check to see if there is any warranty on the Anderson Windows.
He also suggested that we get some white stones to be put around the side of the building facing CR 10 as when it rains dirt is splashed up on the side of the building.

On a motion from Councilman Jemison and seconded by Councilman Duprey to accept the abstracts with the exception of the voucher to Christine Hammond.

Highway Superintendent’s Report
Keystone Road won’t be paved until next week as we are having the Madrid crew doing the paving and they won’t be available until then.
The chips money should be arriving soon from the work that was done by the County. The amount we should be receiving is $147,000.
Cold Springs Road is still on the agenda to be worked on this year according to Highway Superintend Dow after inquiry by Councilman Jemison.

8. Recognition of Guest
Steven Barr – Ace Hardwood Flooring was attending the meeting to answer any questions on the work he is doing at the Town Hall.
Nancy LaFaver – the Lisbon Historian – was attending the meeting to answer any questions on the Historian’s Report

9. Old Business
A. Culvert Policy
On a motion from Councilman Watters and Second by Councilman Jemison to accept Culvert Policy with the two corrections (8. Please enter the purpose of the driveway permit. Residential driveways are to be a minimum of 20 feet wide and agricultural or commercial driveways are to be 30 feet wide. This policy is to be reviewed at each organizational meeting at the beginning of each year.

Town Supervisors Wage 8/7
On a motion from Councilman Jemison and seconded from Councilman O’Brian to pay the wage of $16,000 and prorated for the remaining of the year.

10. New Business
Health Insurance – There will be a meeting at the Town Barn at 2:30 on
August 16, 2004 for information to anyone that is interested with McKinnon Associates
PASNY – Deed – We have received the Deed from the Power Authority. Supervisor LeBarge had then passed it onto Attorney Nash to look over. Attorney Nash reply with several comments.
The Town is to promise will hold the State of New York and the Power Authority harmless from any claim related to flooding.
The Town is required to use the land for recreational purposes.
The Town has a covenant that we will take reasonable precautions to make sure the structures put on this land comply with the project license.
The Town is to agree not to unduly restrict public access.

B. PASNY – Deed
The Town is to promise to hold harmless and indemnify the State of New York if there are any environmental contaminates on these lands.
On a motion from Councilman Watters and seconded by Councilman Jemison for
Supervisor LeBarge to accept the deed, signed the agreement with the Power Authority Ayes – 5
Nays – 0
Maiden Lane – There is a resident that has a dog house, chicken coop and a garden on property that is known as Maiden Lane (Lane Road). Attorney Nash will be writing a letter to the resident to inform him that he is using town property and we are licensing him to do so until further notice and the his use does not give him any property rights under the adverse possession statute of the Real Property Law. The Town will reserve its right to revoke this license at any time.
Bookkeeper/Secretary – We have received five résumés. Supervisor LeBarge has
asked the Board Members to pick out the 3 they felt we should interview. Then asked if anyone would be interested in interviewing with Supervisor LeBarge. Councilman Watters and Councilman Jemison had indicated they would be interested in interviewing with Supervisor LeBarge.
Water Tower Insurance – Supervisor LeBarge is checking with Fuller Insurance Agency, the insurance company, to see if we could get the remainder of the insurance settlement with the completion of the tower repairs. (Amount equals $8,000.)
Park/Campground Grant – Supervisor LeBarge suggest we look into getting a grant for the Park/Campground area.
On a Motion from Councilman Duprey and seconded by Councilman Watters for Supervisor LeBarge to look for a grant for the Park/Campground area.

Sewer – Supervisor LeBarge asked Attorney Nash if there was any compensation for property owners in granting an easement for sewer line. He informed Supervisor LeBarge that the only compensation was when the sewer was installed there would be no charge to the property owner to get hooked up.
Tree Removal – Campground – Leo Lalonde had put in a proposal for $550. to remove the dead trees, debris and stumps. The wood that can be sold will remain at the Campground.
On a motion from Councilman Watters and seconded by Councilman O’Brian to hire Leo Lalonde to remove the trees.

Gas/Diesel Quotes – The company that installed the fuel tank will be here to test the tank and controls within the week. We received three vendor prices as the procurement policy states stated.

Snow Plows – We are in the need for a snowplow for the new truck that was purchased for the Highway Superintendent. Superintendent Dow has suggested a 8 _’ V plow, Supervisor LeBarge recommended a 9 _’ V Plow. We received several brochures on snowplows. The board is waiting to receive three quotes to fulfill the procurement policy for the August 25th meeting.

11.Committee Reports
A. Planning Board – Report attached
Recreation – Report attached – a request for a resolution from the Recreation Committee to waive the $2.00 fee to enter the beach when there is a Lisbon Recreation and Lisbon Central School sponsored event and to the players, opposing players, coaches, fans and the pavilion rental fees. Discussion was done and no action taken.
Also the Recreation Committee asked if they needed approval of the Town Board to place a concession stand at the beach on August 22 for the Mini Triathlon. The reply was for them to get directions form Mike O’Neil, Campground Director.
Campground – No Report – Councilman Watters requested if there could be a sub panel be installed in the pavilion so the Home Coming committee could have power outside of pavilion.
On a motion from Councilman Watters and seconded by Councilman Duprey to have a sub panel be installed in the pavilion as long as the expense would cost no more than $250.00. Ayes – 5
