Public Hearing
Public Hearing was called to order at 6:30 PM
On a motion from Councilman Watters and seconded by Councilman Duprey to close the public hearing at 6:45 PM. Ayes – 5

2. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:45 PM.

3. Meeting Minutes
On a motion from Councilman Jemison and seconded by Councilman Watters to approve the minutes of the October 28 and November 3, 2004.

4. Town Clerks Report
On motion from Councilman Jemison and seconded by Councilman Watters to approve the Town Clerk's report. Ayes – 5

Supervisor Report
We have received the sales tax check amount of $139,985.41.
On a motion from Councilman Watters and seconded by Councilman Duprey to accept the Supervisor’s Report. Ayes – 5

Approval of Transfers –
On a motion from Councilman Watters and seconded by Councilman Duprey
To transfer $500.00 from 1355.2 to 1355.4
To transfer $500.00 from 1620.4 to 1621.4
To transfer $11,863.00 from 5112.1 to 5112.4
To transfer $21765.00 from 9060.8 to 5112.4

Report on Audit Committee and Approval of Abstract
Councilman Jemison questioned Superintendent Dow why the price was different in the MX Fuel bill. On the bill was $1.299, as we were quoted 1.29 and no tenths. The bill will be given to Secretary Nicole Dority to take care of.
Superintendent Dow stated that he has the bills ready to be given to the Fire Department for the amount of fuel they have used.
The board wanted to know if the school was using any fuel. Superintendent Dow stated that he has not set the school up with keys as he thought since they were not in the initial setup that he didn’t know if he should.
The board wanted to know when we could have Bookkeeper Nicole Dority take the totals off the computer to do the billing. Superintendent Dow stated that there were still some glitches in the computer readout. Superintendent Dow has notified Northern Plumbing on these glitches and they well be sending someone up. Supervisor LeBarge request to the board that the payment be held though Councilman Jemison suggested that we at least give them $6000 to $7000 for a partial payment.
On a motion from Councilman Watters and seconded by Councilman Jemison to have the check cut, for the full amount but held until the computer for the fuel tank is functioning normally and working to Supervisor LeBarge satisfaction. Ayes – 5

On a motion from Councilman Watters and seconded by Councilman Jemison to accept the abstracts with the exception the voucher to Northern Plumbing.

Highway Superintendent’s Report
Superintendent reported that he still had two men off on disability. The highway department was down to 6 men. Superintendent would like to place an ad in the paper for help wanted for truck driver. The ad for the paper will be drawn up by Superintendent Dow.
9. Recognition of Guest – Judge Patricia Fletcher in attendance after the meeting started

Old Business
Recognition for Don Nelson – Ace Hardware Renovation of Town Hall
Supervisor LeBarge is going to notify Mr. Nelson on Thursday, November 11, so the board can come in visit with him.
11. New Business
Local Law for Entailed Costs
Attorney Nash has recommended that we amend Local Law 1 in 1989 to Local Law 2 for 2004. Resolution to cover the entailed fees for Site Review of large construction projects within the town’s jurisdiction.
On a motion from Councilman Watters and seconded by Councilman Jemison to have Attorney Nash draw up a resolution to establish the new Local Law.

On a motion from Supervisor LeBarge and seconded by Councilman Jemison at 7:40 PM to go into executive session to discuss personnel matters and inviting Judge Patricia Fletcher to join them in the discussion. Ayes – 5

On a motion Councilman Duprey and seconded by Councilman Jemison to return from executive session at 8:10 PM. Ayes – 5
Nays – 0
Budget (Final)
There was a discussion and final adjustments was done.
On a motion from Councilman Duprey and seconded by Councilman Watters to approve the 2005 Budget. The final budget will require an approximately increase in the tax rate of 1.4% Ayes – 5

C. Water and Sewer Relevy Bills
On a motion from Councilman Jemison and seconded by Councilman Watters to approve the relevy of delinquent Water and Sewer bills to be sent the St. Lawrence County Treasure’s office to be placed on the 2005 Land and County Taxes.
